  1. Sift the cocoa powder and sugar together into a medium-sized saucepan to remove any lumps.
  2. Dissolve the cornstarch in the water in a separate container.
  3. Stir the cornstarch mixture into the cocoa and sugar in the saucepan until it forms a smooth paste.
  4. Begin heating the mixture over medium heat, stirring constantly with a whisk.
  5. Gradually pour in the milk while continuing to whisk to incorporate the liquid.
  6. Bring the liquid to a simmer, whisking continuously.
  7. Allow the chocolate to simmer for about 10 minutes, stirring often, until the texture becomes thick, glossy, and completely smooth.
